Bob has had a distinguished career as a criminal investigator within the Department of Defense. First with the Naval Investigative Service (now known as NCIS) and then with the Defense Criminal Investigative Service (DCIS), he specialized in investigating contractor fraud such as defective pricing, mischarging, product substitution, corruption and medical provider fraud. His experience also included the investigation of qui tam cases starting with one of first qui tam cases after the law was modified in 1986. Many of his investigations were high profile cases that received national attention, such as the defective aerospace fastener problem, for which he received congressional recognition of his work and an appearance on the ABC news program “20/20.”
Since leaving the government, Bob co-founded the Bauman & Rasor Group. With his insights of how the government looks and investigates qui tam cases, he has worked on numerous qui tam actions for qui tam attorneys and whistleblowers for more than 18 years.
Bob co-authored the book Betraying our Troops: The Destructive Results of Privatizing War and has contributed articles to a number of media outlets. He is a Certified Fraud Examiner (CFE) and a member of the Association of Certified Fraud Examiners.
